Compare foundation-repair proposals without buying the first diagnosis

A foundation-repair proposal should keep three things separate: the symptoms observed, the diagnosis offered, and the repair being sold. Require maps and measurements for the first two, then quantities, locations, design responsibility, water work, monitoring, warranties, and change-order rules for the third. A total price without that chain is not ready to compare.

Start with a shared condition record

Give every evaluator the same floor plan, dated crack photographs, sticking-door and window notes, leak history, prior reports, permits, repairs, and observations after wet and dry weather. Ask the proposal to map visible interior and exterior cracks, displacement, floor or wall movement, moisture staining, erosion, drainage paths, and inaccessible areas. Keep symptom language factual. A diagonal drywall crack is an observation; “failed footing” is a diagnosis that needs support.

If floor elevations are taken, the report should show each reading on a plan, identify the benchmark or zero point, name the instrument, record the date, and explain the precision and limits of the survey. Future readings are only useful when another person can repeat the method. The foundation crack record gives you a baseline before patching hides the location.

Ask who owns the diagnosis and design

The proposal should identify the person concluding that movement is active or unacceptable, the evidence used, possible causes considered, and why the proposed repair fits. Ask whether a licensed structural engineer or other locally authorized design professional is required for evaluation, drawings, permit documents, field changes, or final review. Licensing and permit rules differ by state and city. A contractor's sales inspection should not quietly become an independent engineering opinion.

EPA's moisture guidance lists leaking pipes, roofs, landscaping, gutters, and downspouts that direct water into or under a building among common moisture problems. It also says a structural engineer or another professional with relevant expertise should be consulted when moisture-related growth may have damaged structural integrity. That does not prove water caused a particular crack. It does mean drainage, plumbing, soil moisture, and structural repair should not be treated as unrelated paperwork.

Count the repair instead of naming a system

Put each repair location on a plan. State the number and type of piers, piles, pins, anchors, straps, beams, posts, wall braces, injection locations, or linear feet of work, as applicable. Include target depth or refusal criteria, load or torque records when the design uses them, excavation dimensions, access, spoils, utility locating, shoring, lifting limits, plumbing checks, backfill, compaction, concrete, finish repair, landscaping, cleanup, and inspections. Brand names do not replace installed quantities or acceptance criteria.

My opinion: the best proposal allows a different qualified contractor to price the same design. If one bidder chooses the diagnosis, chooses an unnamed quantity during excavation, and decides alone when the work is complete, the homeowner has almost no stable basis for comparison.

Give drainage and monitoring their own decisions

List roof runoff, downspout outlets, grade, hardscape flow, irrigation, drains, sump discharge, and known plumbing leakage that may affect the work. Say what will be corrected now, referred to another trade, monitored, or excluded. EPA's core mold guidance is blunt: moisture control comes first, and cleanup is not finished until the water problem is fixed. Foundation work likewise should not imply that every wet-wall symptom disappears unless the drainage scope says how.

Require pre-work and post-work crack and elevation records using stated locations. Set the follow-up date or event, who returns, what gets measured, and what result triggers review. Monitoring must have a baseline and a next decision; “watch it” is not a plan.

Read the warranty before the work starts

Ask what component and performance the warranty covers, when it begins, exclusions for water or plumbing conditions, required maintenance, transfer steps and fees, claim inspection, remedy, consequential-damage limits, and what happens if the contractor closes. Do not accept “lifetime” without identifying whose lifetime and the actual remedy.

Changes in quantity, access, lifting, design, drainage, finish repair, or price need written approval before the added work, except immediate safety stabilization. Use the change-order checklist. Final payment should follow permits, inspections, mapped as-built quantities, engineer or designer closeout when required, photographs, measurements, warranty documents, lien releases where appropriate, and a written list of unresolved conditions.
