A crawl-space encapsulation quote should diagnose liquid water, soil vapor, air leakage, humidity, and contamination separately. A liner can be part of a sound assembly. It cannot repair a plumbing leak, redirect roof runoff, dry wet framing, remove sewage, or explain why moisture reached one corner after every storm.
Turn the inspection into five problem maps
Begin with a location-tagged report, not a salesperson's moisture reading at the hatch. Use the crawl-space inspection guide to record access limits, structure, pests, insulation, ducts, plumbing, electrical conditions, and measurement context. Then ask each bidder to mark five layers on the same plan: bulk water, ground-vapor exposure, outside-air paths, humidity or condensation evidence, and material or biological contamination.
EPA's moisture-control guide treats rain and groundwater, plumbing leaks, condensation, and water vapor as distinct mechanisms. That matters here. Standing water after rain calls for the source, entry route, drainage, and safe discharge to be addressed. Bare soil can release vapor without a puddle. Condensation on a cold duct can involve air temperature and humidity. Each proposed control needs a finding beside it.
Write the water work before the liner work
The proposal should state who corrects gutters, downspouts, grading, window wells, foundation openings, plumbing leaks, drains, sump equipment, and discharge problems. Show the expected water path and the point where it will be intercepted. If an interior drain or pump is proposed, include route, pipe, basin, pump, power, alarm, check valve, outlet, freeze protection, testing, and maintenance access. Compare that scope with the basement waterproofing proposal guide; below-grade product names do not replace a water-path diagnosis.
Set stop conditions for sewage, standing water near electrical equipment, unstable framing or soil, damaged wiring, animal hazards, or suspected asbestos and extensive mold. The homeowner's role is records and decisions outside the confined area. Entry, demolition, electrical work, contaminated-material handling, and structural repair belong with qualified people using the required controls.
Specify one continuous enclosure
ENERGY STAR's crawl-space information sheetdescribes a sealed ground cover, insulated and air-sealed walls, controlled temperature and humidity, drainage away from the crawl space, and planning for plumbing leaks or flooding. Ask the contractor to draw how the ground membrane, seams, piers, foundation walls, access door, rim area, penetrations, drains, and mechanical systems connect.
Require the membrane product and thickness, substrate preparation, seam overlap and tape or adhesive, wall attachment and termination, pier treatment, access detail, protection at service paths, and repair method. Price debris removal, damaged insulation, pest evidence, wet or contaminated material, and framing repair separately. Covering those conditions makes later inspection harder; it does not resolve them.
The proposal also needs a cleaning boundary. List what material will be removed, what can remain, how occupied areas and ducts are protected, where waste goes, and who decides whether a material can be cleaned or must be replaced. Do not accept fragrance, stain blocking, or a fogging treatment as proof that the moisture source and contaminated material were handled.
Make humidity control measurable
The design should state whether the crawl space is conditioned, mechanically dried, or isolated by another locally accepted method. List equipment model and location, drainage, controls, power, service access, target setting or control logic, sensor locations, alarm behavior, and who verifies operation. Include combustion-appliance review where equipment could be affected by changed air pressure or enclosure conditions.
My view: “seal vents and add a dehumidifier” is not an encapsulation design. Closeout needs photographs before the membrane hides the ground and walls, final seam and penetration views, drainage and equipment tests, permits or inspections, operating instructions, filter and service dates, warranty boundaries, and a list of untreated areas. The FTC's home-improvement guidance supports multiple written estimates and a contract that records promises, dates, labor, and materials. Ask every bidder to price the same five moisture problems and prove the same finished controls.
